CJAA FAST POLICIES AND PROCEDURES

Introduction

The Classic Jet Aircraft Association (CJAA) is one of the eighteen signatories to the National FAST organization/protocol.

As a signatory we agree to be bound to the National FAST (NFAST) policies and procedures for formation flying.  In those policies is the provision granting individual signatories the authority to develop and incorporate their own policies and procedures so long as they are not less restrictive than those found in NFAST.  The CJAA FAST card is the pre-eminent formation card to be obtained since it involves formation flying at great speeds.  As such we have hereby developed a supplemental set of CJAA FAST (CFAST) procedures which apply to all CFAST activities.  These policies and procedures are in addition to NFAST policies.

Governance

The CJAA will appoint 2 qualified individuals to represent them on the NFAST Board.

  1. The individuals selected shall have the following qualifications.
    1. CJAA member in good standing.
    2. Current CJAA Lead or Check pilot qualification.
    3. Willingness to serve multiple years.
    4. Willingness to attend NFAST Board meetings.
    5. Willingness to serve on the CJAA Fast Team.
  2. The individuals will be nominated by the CJAA President and approved by a majority vote of the CJAA Board of Directors.
  3. The individuals selected shall serve an indefinite term subject to the following.
    1. The individual(s) may be removed by a majority vote of the Board at any time if:
      1. They fail to meet their CFAST currency requirements.
      2. They fail to attend NFAST Board meetings
  • They fail in the opinion of the Board to represent the best interests of the CJAA and the FAST organizations.
  1. The Board shall ratify the individuals continued representation at the last Board meeting of the calendar year. Such ratification will extend to the following calendar year. 

The CJAA will empower a CFAST Team (CFT) subject to the following:

  1. The team will consist of the 2 NFAST Board Representatives (CF Rep) and the CJAA FAST Administrator (CF Admin).
    1. Should none of the three members of the CFT be a current Director of the CJAA, a Board Liaison shall be appointed to provide a communication conduit from the CFT to the CJAA Board.
  2. The CFT shall be empowered with the following:
    1. Review procedural practices and make policy recommendations regarding CCFAST policies to the CJAA Board.
    2. Provide discretionary decision-making authority over NFAST and CFAST issues subject to the powers granted in these written Policies and Procedures.
    3. Provide enforcement authority over NFAST and CFAST issues subject to the powers granted in these written Policies and Procedures.
    4. No authority granted the CFT shall override the authority of the NFAST Organization.

  

Initial Qualification

  1. Two Ship Wing Qualification
    1. The CJAA does not recognize or provide a 2-ship wing qualification.
    1. NFAST qualification standards apply.
    2. All initial wing practical tests will be conducted in a 4-ship formation.
    3. All initial wing practical tests must be performed at a CJAA sanctioned event. Events include:
      1. CJAA Jet Blasts and Formation Clinics.   
      2. Major warbird gatherings such as Sun & Fun and AirVenture.
  • CFT will have the responsibility to review and sanction qualifying events.
  1. Lead
    1. NFAST qualification standards apply.
    2. All initial Lead Pilot Practical Tests will be conducted in a 4-ship formation.
    3. Candidate must have flown with a CJAA wing card for 1 year and logged 30 hours of formation time prior to taking the Lead Pilot Practical Test.
    4. All initial Lead Pilot Practical Tests must be performed at a CJAA sanctioned event. Events include:
      1. CJAA Jet Blasts and Formation Clinics.   
      2. Major warbird gatherings such as Sun & Fun and AirVenture.
  • CFT will have the responsibility to review and sanction qualifying events.
  1. Check
    1. NFAST qualification standards apply.
    2. CFT shall work with the CJAA President to identify the need for check pilots and possible candidates.
    3. CFT shall vet any check pilot candidate and obtain all necessary recommendations and documents.
    4. CFT shall submit the completed Check Pilot portfolio to the CJAA President for submittal to NFAST.

 

  1. Check Pilot Duties and responsibilities.
    1. A CJAA Check Pilot is a volunteer position.
    2. CJAA Check Pilots may not charge for their time in performing CFAST check rides
    3. CJAA Check Pilots are required to attend at least 2 CJAA sanctioned events per calendar year.
    4. CJAA Check Pilots may not be reimbursed for expenses for attending a CJAA sanctioned event.
    5. CJAA check Pilots may be reimbursed for travel expenses in performing recurrent check rides in agreement with the parties requesting their services.
    6. CJAA Check Pilots may have their status removed by a unanimous vote of the CFT should they fail to live up to the duties and expectations articulated in the NFAST and CFAST Policies and Procedures and the CJAA code of conduct.

 

 Recurrency

  1. Wing
    1. All Wing recurrency flights must be in a 4-ship formation.*
    2. All wing recurrency flights must be made in jet aircraft.*
    3. Formation Proficiency reports (FPR) must be completed fully and submitted to the CF admin ASAP.
      1. Only the CJAA FPR form shall be accepted.
      2. Incomplete. Illegible and/or unprintable reports will not be accepted.
  • Photos of reports are discouraged.
  1. Lead
    1. All lead recurrency must be made in a 4-ship formation.*
    2. All lead recurrency must be made in jet aircraft.*
    3. Pilots who obtain recurrency in the lead position are also deemed recurrent in the wing position.
    4. FPRs must be completed and submitted to the CF Admin ASAP
      1. Only the CJAA FPR form shall be accepted.
      2. Incomplete, illegible and/or unprintable reports will not be accepted.
  • Photos of reports are discouraged.
  1. Check
    1. Check Pilots must fill out an annual CJAA Check Pilot Recurrency record and submit it to the CF Admin by the end of the calendar year.
    2. Check Pilots must attend at least 2 CJAA sanctioned events in a calendar year.
    3. Check Pilots must maintain CJAA lead currency during the calendar year.
  2. * If special circumstances necessitate a recurrency flight in a less than 4-ship formation or in a non-jet, a waiver may be requested in advance to the CFT.  The CFT may grant such waiver if it believes the circumstances warrant it and there would be no compromise to the continued proficiency of the individual(s) requesting the waiver.

 

Reciprocity

 In Waivered Airspace flight, it is up to the CJAA lead pilot to determine acceptance of a wing card from another signatory.

  1. At a CJAA sanctioned event it is up to the attending Check Pilot and/or Air Boss to determine the acceptance of a FAST card from another signatory and may at their discretion require a standardization flight, check ride or assign an instructor to fly with the individual.

 

Instructors

  1. There are no specific criteria for acting as a CJAA formation instructor however at a minimum an individual acting as instructor should be a current CJAA FAST rated Lead Pilot.
  2. At a CJAA sanctioned event, the attending Check Pilot and/or Air Boss may allow an individual without a CJAA lead card to act as an instructor provided they feel the individual can perform competently in that role and the reason for the lack of a lead card is reasonable and justified.

 

Qualification review

  1. If a member has concerns over a fellow members formation flying performance or activities, they may make a confidential report to the CFT. Concerns include but are not limited to:
    1. Demonstrated deficiency in their formation flying skills and/or performance.
    2. Compromised the safety of a flight.
    3. Failure to adhere to the policies and procedures of NFAST, CFAST or the FAA
    4. Failure to follow instructions from the lead pilot or Air Boss.
    5. Attitude and/or behavior unbecoming the privilege of holding a CJAA FAST card.
  2. The CFT will investigate and respond to the issue identified and may apply a remedy to the situation which may include but not limited to.
    1. Counseling
    2.  
    3. Remedial Training
    4. Requalification
    5. Summary revocation of CJAA FAST status.
